Abstrak

Tujuan dalam penelitian ini untuk mendeskripsikan implementasi program rehabilitasi Rumah Rahayu Pontianak. Secara khusus tujuan penelitian untuk memperoleh informasi yang objektif tentang pelaksanaan program rehabilitasi dan faktor penghambat dalam pelaksanaan program rehabilitasi. Metode penelitian yang digunakan adalah kualitatif deskriptif. Peneliti mengumpulkan data melalui wawancara, observasi dan study documenter dengan terjun langsung ke lapangan menemui informan. Hasil penelitian dijabarkan sebagai berikut: Pelaksanaan rehabilitasi medis merupakan pelaksanaan bagi para penyalahguna narkotika dan pecandu narkotika yang dikategorikan sebagai pengguna berat, karena dalam pelaskanaan rehabilitasi medis yaitu melalui tahap Detoksifikasi (masa pemutusan zat), Stabilisasi, Primary Program, Re-Entry Program, dan Pasca Rehabilitasi. Pelaksanaan rehabilitasi medis merupakan pelaksanaan bagi para penyalahguna narkotika dan pecandu narkotika.Hambatan dalam melaksanakan program rehabilitasi rumah rahayu, komitmen yang lemah pada konseli yang menjalani program rehabilitasi, kodependensi keluarga Disamping itu kurangnya kesadaraan dari penyalahguna narkotika dan pecandu narkotika juga merupakan kendala dalam upaya meningkatkan pelaksanaan program rehabilitasi, kendala terhadap kurangnya kesadaran tersebut karena ketidakpedulian atas bahayanya narkotika serta pengetahuan tentang rehabilitasi tersebut. Sarana dan prasarana yang kurang memadai juga menjadi tolak ukur efektifitas pelaksanaan rehabilitasi tersebut. Lalu adanya benturan anggaran dengan instansi lain juga menghambat pelaksanaan rehabilitasi dengan membuka jaringan yang luas bagi penyalahguna narkotika dan pecandu narkotika untuk melaksanakan program rehabilitasi.
